ตามประกาศกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ วันที่ 28 กุมภาพันธ์ พ.ศ. 2546 ได้ระบุไว้ว่า "คนพิการ หมายถึง บุคคลซึ่งมีความสามารถถูกจำกัดให้ปฏิบัติกิจกรรมในชีวิตประจำวัน และการมีส่วนร่วมทางสังคมได้โดยวิธีการทั่วไป เนื่องจากมีความบกพร่องทางการมองเห็น การได้ยิน การเคลื่อนไหว การสื่อสาร จิตใจ อารมณ์ พฤติกรรม สติปัญญาและการเรียนรู้ และมีความต้องการจำเป็นพิเศษด้านต่าง ๆ เพื่อให้สามารถดำเนินชีวิตและมีส่วนร่วมในสังคมได้อย่างบุคคลทั่วไป"
